can you add a feature that allows players to exchange their HPD to Action Points? maybe it could look like this:
100 HPD - 10 AP
200 HPD - 20 AP
and so on.

Yeah, but if you had an exchange rate of 10 hpd for 1ap (which your 100-> 10 converts to) then I could buy something along the lines of 25,000 AP per day right now. Give me a few weeks and I'd be buying 50-100k per day.
Imagine how much damage I could cause then. AP is the only limiting factor right now for the top guys.

well, it is possible to add limit per day.... like 3500 for FU , and 5500 for GU...

Upon cursory glance, I'd say FU = Free Users and GU = Gold Users.

I read FU as something different...
And this is a bad idea
Money is the limiting factor for small players
AP for the big players.
As if AP overloading with faction missions wasn't enough

It's pointless man, if you want more AP donate for it, it's why it's there
Trading AP for HPD however, could work
