It can take CPU usage like when your deleting. The main reason for that would be to copy viruses that are already on a server or for when you research some thing you can make a copy of the one before for backup. To prevent abuse the copy ability can a program thats needs to ran to use and you can only copy programs that are the same version or lower as the copier program.
