Would it be too horrible to be able to change a remote host's bandwidth usage? Say I hack someone's server. They have a bunch of virii uploads that are done or almost done but using up all their bw.
Now I'm not a bad person, I don't want to kill all their uploads to open up some bw just so I can sneak away with a file or two, but all of said hypothetical person's bw is full and I don't have any way to change it. We are already logged in as an admin on their server, so why wouldn't we be able to pause their downloads and then reset them when we are done, as if we were never there?

I too really hate having to cancel other people's transfers. I would very much like the ability to slow them down a little so I can get that file instead of killing something that took them over 15 hours to get completed...
