hey, why do we need a thing in the mission setup that says complete mission anymore... i'm just saying  :puppyeyes:

Because there are some missions where the file is already deleted before you can delete it but the other person did not have the mission so you can "complete" to get the reward still.
Same with kill process (a new mission type released yesterday and I have only seen 2 in the past 16 hours)
Same with Anti-Hacker missions (they are delete after all) which the targets can actually do themselves giving them free money.
Same with anti-virii missions.

Oh and before I forget that is a way to "exploit" the game in a way.  Reason is it allows person a to work with person b in completing missions.  Person A can't get into the server but Person B can.  Person B deletes the file but doesn't have the mission thereby allowing Person A to complete for the reward with ZERO work done.

Ive also taken that kind of mission. But I didnt have to excuse myself. I didnt fulfill it because the person maybee takes it like a... I dont know. I just didnt do it and the person should be glad for that.

It's not exploit, it's more of service, and help from other players. Another way of interaction in game.
