It could even be a process, sort of like how a remote malware works, you launch it at the target and while it is running they cannot change IP, so they have to trace it and kill it... But then again that's kind of overkill... You'd get a group with 5+ servers each all running the IP binding process at a single target making it almost impossible for them to get away... Yeah, not good
