I think there may be a law regulating the option of monetary rewards from games.  It is not gambling so it doesn't fall under gaming laws which would restrict it to 21 years of age.

But I am not sure of the exact laws to reference.

Yes but Federal laws are still enforced on the people of that country.

There are several US Laws that if I told you about them would make your stomach turn with how they work.

I suppose if you are under a certain age, you could still convert any prizes that you get into ingame bonuses using the partner program.

So there is no age requirements to play HP.
