I noticed, I was able to start an AV residing on the remote host to disinfect a vir on the same remote host although I had less than 50 CPU available on my gateway. This resulted in a over 100% CPU load.
I noticed a similar thing on a public server. Some high level player was uploading files und pushed the bandwidth far beyond the 150kB available on the server. I saw an over 9000% (!!!) bandwidth load on this server! I don't know if this is intended...

Public servers have a 10,000 BW limit per upload/download.

The BW on Public server is used only to determine how much virii can be active at once.

AV Running on remote host uses the resources of that remote host.  Nice, eh?

But AV Running on remote host starts a 50 CPU process on your gateway. And this process exceeds the 100%.
Thanks about the info about the other one though.

Ah I see.  I forgot that it tagged the local server with a bit of CPU.

I'm guessing the system only checks the main server for overloading error and not the tagged portion on your side for the AV process.
