In game transfer of HPDs

As the title says.  To reduce inflation you could even have it taxed mildly at say like 1-5% per transfer.

This would kill 2 birds with one stone.

1> Make it easier for people to request work for payments (especially since only a few people are in the .3-.5 software range)

2> Reduce the amount of HPD in-game thereby reducing the inflation rates.
